SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that sales of certain frozen warmwater shrimp (shrimp) from the Socialist Republic of Vietnam (Vietnam) by Soc Trang Seafood Joint Stock Company (STAPIMEX) were made at prices below normal value (NV), that sales of shrimp from Vietnam by Thong Thuan Company Limited and Thong Thuan Cam Ranh Seafood Joint Stock Company (collectively, Thong Thuan/TTCR) were not made at prices below NV, and that 24 exporters are eligible for separate rates. Additionally, Commerce is rescinding the review with respect to certain exporters that had no reviewable entries of subject merchandise during the period of review (POR), February 1, 2023, through January 31, 2024.
