In HQ 967333 and HQ 967350, women's pants manufactured in South Africa containing fusing material which you advised were manufactured in Italy were determined not to meet the production requirements set forth in 19 U.S.C. 3721(b)(3) of the African Growth and Opportunity Act (AGOA). The fusing material was found to disqualify the pants from duty-free treatment.
