Dear Ms. Buckman: In your letter dated August 7, 2001, you requested a tariff classification ruling. The submitted sample is a Christmas card holder made of iron. It is identified as style number 22261SDI and measures 29-1/2 inches in height. The gold-colored Christmas card holder is composed of a one-inch wide bar that extends the length of the cardholder. The front of the bar is designed with loops for holding the cards. The loops extend from below the gold bow to the end of the bar. The top of the iron bar is made to hang over the top of the door. This item is used in and around the home to display Christmas cards during the holiday season. The sample is returned as you requested. The applicable subheading for the iron Christmas card holder, will be 9505.10.2500, Harmonized Tariff Schedule of the United States (HTS), which provides for articles for Christmas festivities and parts and accessories thereof: Christmas ornaments: other, other. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
