In response to requests by Thai Union Steel Co., Ltd. (``Thai Union''), Saha Thai Steel Pipe Company, Ltd. (``Saha Thai''), and its affiliated exporter S.A.F. Pipe Export Co., Ltd., (``SAF'') (collectively ``Saha Thai''), and two importers, Ferro Union Inc. (``Ferro Union''), and ASOMA Corp. (``ASOMA''), the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on certain welded carbon steel pipes and tubes from Thailand. This review covers the following manufacturers/ exporters of the subject merchandise to the United States: Saha Thai and Thai Union. The period of review (``POR'') is March 1, 1995 through February 29, 1996. We received comments on the preliminary results and rebuttal comments from the petitioners and respondents. Based on our analysis of comments received, we have applied total adverse facts available to both Saha Thai and Thai Union. Therefore, with respect to both respondents, the final results do not differ from the preliminary results. The final weighted-average dumping margins are listed below in the section entitled ``Final Results of Review.''
