SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to certain producers/exporters of organic soybean meal from India. SUPPLEMENTARY INFORMATION: Background On June 25, 2025, Commerce published in the Federal Register the notice of initiation of an administrative review of the Order with respect to 89 companies. [ 1 ] On July 28, 2025, Commerce selected Bergwerff Organic India Pvt. Ltd. and Agrawal Oil & Biocheam as mandatory respondents. [ 2 ] By September 23, 2025, however, all requests for review from all parties were withdrawn with the sole exception of the petitioner's request for Ecopure, as well as Ecopure's request of itself.
