SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that producers/exporters subject to this review made sales of subject merchandise at less than normal value during the period of review (POR), August 1, 2024, through July 31, 2025. In addition, we are rescinding the review with respect to T.T. International Co., Ltd. Interested parties are invited to comment on these preliminary results of review. SUPPLEMENTARY INFORMATION: Background On September 25, 2025, based on a timely request for review, in accordance with 19 CFR 351.221(c)(1)(i) , we initiated an administrative review of the antidumping duty order on hydrofluorocarbon (HFC) blends from the People's Republic of China (China).
