SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily finds that finished carbon steel flanges (flanges) from Spain were not sold in the United States at prices below normal value. [ 1 ] On July 29, 2024, based on timely requests for administrative review, Commerce initiated an administrative review of the Order, covering one respondent, ULMA Forja, S.Coop (ULMA).
