SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily finds that carbon steel flanges from Spain were sold in the United States at prices below normal value. The period of review (POR) is June 1, 2022, through May 31, 2023. We are also rescinding this administrative review, in part, with respect to seven companies because the requests for administrative review were timely withdrawn.
