SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that exporters subject to this review made sales of subject merchandise at less than normal value during the period of review (POR), February 1, 2023, through January 31, 2024. Further, Commerce is also rescinding this review with respect to 20 of the 38 companies/company groupings under review.
