SUMMARY: The Department of Commerce (the Department) preliminarily determines that certain hardwood plywood products (hardwood plywood) from the People's Republic of China (PRC) are being, or are likely to be, sold in the United States at less than fair value (LTFV). The Department published the notice of initiation of this investigation on December 16, 2016.
