Dear Ms. Jackson: In your letter dated June 16, 2006, you requested a classification ruling. You have submitted illustrations depicting one style of an inflatable that looks like a snow globe. The descriptions include two assorted styles of the “snow globes” (no style numbers indicated). These “snow globes” are used outside on the lawn as Christmas decorations. Both “snow globes” contain an electric fan and lights. The function of the electrical parts is to illuminate, animate and inflate the “snow globes” for Christmas decorations. The inside of the first “snow globe” contains a snowman and snowwoman made of 100 percent nylon fabric. They are holding hands in front of a 100 percent nylon fabric decorated Christmas tree. The front of the “snow globe” has a silk screen sign that says “Winter Wonderland”. The inside of the second “snow globe” contains a snowman and a snowwoman made of 100 percent nylon fabric. They are holding hands in front of a decorated Christmas tree. The front of this “snow globe” has a silk screen sign that says “Merry Christmas”. The applicable subheading for the inflatable “snow globes” will be 9505.10.2500, Harmonized Tariff Schedule of the United States (HTSUS), which provides for articles for Christmas festivities and parts and accessories thereof: Christmas ornaments: Other: Other. The rate of duty will be free. Duty rates are provided for your convenience and are subject to change.
