Alexander & Co., Inc. 6555 Quince Road, Suite 201 Memphis, TN 38119-8220 RE: The tariff classification of a castor assembly from China Dear Mr. Clement, In your letter dated April 20, 2012, you requested a tariff classification ruling on behalf of Jarvis Pemco, Inc. of Manila, Arkansas. The item under consideration is the Frame Assembly of a castor (Part # 65300) sized to be used with a 5-inch by 1¼-inch wheel. The Assembly is a U-shaped piece of metal (a “fork”) with two (2) holes for mounting the wheel (one on either side of the “U”); it has a circular, swiveling top unit with ball bearing and a kingpin attached vertically through both the fork and top unit. The Assembly is intended for use on the front end of a shopping cart after attachment with a locknut. The applicable classification subheading for the Frame Assembly of a castor will be 8716.90.5060, Harmonized Tariff Schedule of the United States (HTSUS), which provides for " … other vehicles, not mechanically propelled … : Parts: Other: Other." The rate of duty will be 3.1%. Duty rates are provided for your convenience and are subject to change.
