SUMMARY: On December 11, 2006, the Department of Commerce (“the Department”) published the Preliminary Results of the administrative review and new shipper review of fresh garlic from the People's Republic of China (“PRC”), covering the period November 1, 2004, through October 31, 2005. The period of review (“POR”) is November 1, 2004, through October 31, 2005. Based on our analysis of the comments received, we have made certain changes to our calculations.
