SUMMARY: The U.S. Department of Commerce (Commerce) determines that Jining Huahui International Co., Ltd. (Huahui) did not make a bona fide sale of fresh garlic during the period of review (POR) November 1, 2021 through October 31, 2022. Therefore, we are rescinding this administrative review. SUPPLEMENTARY INFORMATION: Background On December 6, 2023, Commerce published its Preliminary Results in the Federal Register and invited interested parties to comment. [ 1 ] On January 12, 2024, Huahui timely submitted its case brief. [ 2 ] On January 29, 2024, the petitioners  [ 3 ] timely submitted their rebuttal brief.
