Notice of Preliminary Results of Antidumping Duty Administrative Review and New Shipper Reviews, Partial Rescission of the Antidumping Duty Administrative Review, and Rescission of the New Shipper Review for Yancheng Baolong Biochemical Products, Co. Ltd.: Freshwater Crawfish Tail Meat From the People's Republic of China

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on freshwater crawfish tail meat from the People's Republic of China (PRC) in response to requests from petitioner and from respondent Ningbo Nanlian Frozen Foods Company, Ltd. (Ningbo Nanlian). The Department is also conducting new shipper reviews in response to requests from respondents Yancheng Baolong Biochemical Products Co., Ltd. (Baolong Biochemical), Lianyungang Haiwang Aquatic Products Co., Ltd. (Haiwang) and Qingdao Rirong Foodstuff Co., Ltd. (Rirong), PRC exporters of subject merchandise. These reviews generally cover the period March 26, 1997 through August 31, 1998. See the ``Background'' section of this notice, below. We preliminarily determine that sales have been made below normal value (NV). The preliminary results are listed below in the section titled ``Preliminary Results of Review.'' If these preliminary results are adopted in our final results, we will instruct the U.S. Customs Service to assess antidumping duties based on the difference between the export price (EP) or constructed export price (CEP), as applicable, and NV.
