On February 22, 1999, the Department of Commerce (the Department) published the preliminary results of its new shipper review of the antidumping duty order on freshwater crawfish tail meat from the People's Republic of China (PRC). The review covers one exporter of the subject merchandise, Ningbo Nanlian Frozen Foods Co., Ltd. (NNL), and shipments of this merchandise to the United States during the period September 1, 1997 through March 31, 1998. We gave interested parties an opportunity to comment on our preliminary results. Based on our review of the comments received, we have made changes to the margin calculations in the final results from those presented in the preliminary results. We have determined that NNL's U.S. sales of freshwater crawfish tail meat have not been made below normal value, and we will instruct the Customs Service not to assess antidumping duties for NNL.
