SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that Nippon Steel Corporation (NSC) did not sell subject merchandise at less than normal value (NV) during the period of review (POR), December 1, 2023, through November 30, 2024. SUPPLEMENTARY INFORMATION: Background On January 27, 2025, based on timely requests for review, in accordance with 19 CFR 351.221(c)(1)(i) , we initiated an administrative review of the antidumping duty order on non-oriented electrical steel (NOES) from Japan. [ 1 ] On March 19, 2025, we issued the antidumping duty questionnaire to the sole company under review, NSC. [ 2 ] Due to the lapse in appropriations and Federal Government shutdown, on November 14, 2025, Commerce tolled all deadlines in administrative proceedings 47 days.
