SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that Nippon Steel Corporation (NSC) sold non-oriented electrical steel (NOES) from Japan in the United States at prices below normal value (NV) during the period December 1, 2022, through November 30, 2023, (the POR). [ 1 ] On December 1, 2023, Commerce published in the Federal Register a notice of opportunity to request an administrative review of the Order for the POR.
