SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that producers/exporters subject to this review made sales of subject merchandise at less than normal value (NV) during the period of review (POR), March 1, 2024, through February 28, 2025. SUPPLEMENTARY INFORMATION: Background On April 28, 2025, based on timely requests for review, in accordance with 19 CFR 351.221(c)(1)(i) , we initiated an administrative review of the antidumping duty order on certain new pneumatic off-the-road tires (OTR tires) from India. [ 1 ] On June 2, 2025, Commerce selected ATC Tires Private Ltd.; ATC Tires AP Private Limited (collectively, ATC) and Mahansaria Tyres Private Limited (MTPL) as the mandatory respondents in this review.
