SUPPLEMENTARY INFORMATION: Background On August 4, 2024, Commerce published in the Federal Register the Preliminary Results and invited comments from interested parties. [ 1 ] In September 2025, POSCO requested a public hearing and subsequently withdrew its request, [ 2 ] and filed a case brief. [ 3 ] No other party filed a case or rebuttal brief. Due to the lapse in appropriations and Federal Government shutdown, on November 14, 2025, Commerce tolled all deadlines in administrative proceedings by 47 days.
