SUPPLEMENTARY INFORMATION: Background In accordance with sections 705(d) and 777(i) of the Tariff Act of 1930, as amended (the Act), on December 29, 2025, Commerce published in the Federal Register its affirmative final determination that countervailable subsidies are being provided to ( printed page 8206) producers and exporters of paper file folders from Cambodia. [ 1 ] On February 12, 2026, pursuant to section 705(d) of the Act, the ITC notified Commerce of its final affirmative determination that an industry in the United States is materially injured by reason of subsidized imports of paper file folders from Cambodia within the meaning of section 705(b)(1)(A)(i) of the Act.
