SUPPLEMENTARY INFORMATION: Background On March 28, 2025, Commerce published the Preliminary Determination in the Federal Register , invited interested parties to comment on the Preliminary Determination, and aligned this countervailing duty investigation with the final determination in the less-than-fair value investigation of paper file folders from Cambodia, in accordance with section 705(a)(1) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.210(b)(4) . [ 1 ] On August 27, 2025, Commerce released its Post-Preliminary Analysis.
