SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that both of the exporters under review did not make sales of subject merchandise at less than normal value and that Deosen Biochemical Ltd. had no shipments of subject merchandise during the period of review (POR) July 1, 2023, through June 30, 2024. In addition, we are rescinding this review, in part, with respect to CP Kelco (Shandong) Biological Company Limited (CP Kelco Shandong).
