SUPPLEMENTARY INFORMATION: Background On February 1, 2021, Commerce published the Order on prestressed concrete steel wire strand (PC strand) from the United Arab Emirates (UAE). [ 1 ] On August 5, 2024, pursuant to section 751(a)(2)(B)(i) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.214(c) , Commerce received a timely NSR request from Essen Steel. [ 2 ] On September 13, 2024, based on Essen Steel's NSR request, we published in the Federal Register a notice of initiation of the NSR. [ 3 ] On December 9, 2024, Commerce tolled the deadline to issue the preliminary results in this new shipper review by 90 days.
