SUPPLEMENTARY INFORMATION: Background This preliminary determination is made in accordance with section 703(b) of the Tariff Act of 1930, as amended (the Act). On April 23, 2024, Commerce published the notice of initiation of this countervailing duty investigation in the Federal Register . [ 1 ] On June 4, 2025, Commerce postponed the preliminary determination of this investigation until August 25, 2025. [ 2 ] On August 18, 2025, the petitioner alleged that, pursuant to section 703(e)(1) of the Act and 19 CFR 351.206 , critical circumstances exist with respect to imports of monomers and oligomers from Taiwan.
