SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that certain carbon and alloy steel cut-to-length plate (CTL plate) from the Federal Republic of Germany (Germany) is not being, or is not likely to be, sold in the United States at less than normal value (NV) during the period of review (POR) May 1, 2023, through April 30, 2024. SUPPLEMENTARY INFORMATION: Background On May 25, 2017, Commerce published in the Federal Register the antidumping duty order on CTL plate from Germany. [ 1 ] On July 5, 2024, based on timely requests for review, in accordance with 19 CFR 351.221(c)(1)(i) , we initiated an administrative review of the Order covering one producer/exporter of the subject merchandise, AG der Dillinger Hüttenwerke (Dillinger).
