SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that certain carbon and alloy steel cut-to-length plate (CTL plate) from the Federal Republic of Germany (Germany) is not being, or is not likely to be, sold in the United States at less than normal value (NV) during the period of review (POR) May 1, 2022, through April 30, 2023. SUPPLEMENTARY INFORMATION: Background On July 12, 2023, based on a timely request for review, in accordance with 19 CFR 351.221(c)(1)(i) , we initiated an administrative review on CTL plate from Germany. [ 1 ] This review covers one producer/exporter of the subject merchandise, AG der Dillinger Hüttenwerke (Dillinger). On January 11, 2024, we extended the preliminary results of this review to no later than May 24, 2024.
