SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that the sole mandatory respondent under review sold 1,1,1,2-Tetrafluoroethane (R-134a) from the People's Republic of China (China) at less than normal value during the period of review (POR), April 1, 2023, through March 31, 2024. SUPPLEMENTARY INFORMATION: Background On April 19, 2017, Commerce published in the Federal Register the antidumping duty (AD) order on 1,1,1,2-Tetrafluoroethane (R-134a) from China. [ 1 ] On April 1, 2024, Commerce published in the Federal Register a notice of opportunity to request an administrative review of the Order. [ 2 ] On April 30, 2024, American HFC Coalition and its individual members (the petitioners) and Zhejiang Sanmei Chemical Ind. Co. Ltd. (Zhejiang Sanmei) submitted timely requests that Commerce conduct an administrative review.
