SUPPLEMENTARY INFORMATION: Background On October 4, 2024, Commerce published in the Federal Register its preliminary determination in the countervailing duty (CVD) investigation of alkyl phosphate esters from China and invited interested parties to ( printed page 17374) comment. [ 1 ] In the Preliminary Determination, and in accordance with section 705(a)(1) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.210(b)(4) , Commerce aligned the final CVD determination with the final determination in the less-than-fair-value investigation of alkyl phosphate esters.
