(the requester), the U.S. Department of Commerce (Commerce) is self-initiating a scope inquiry to determine if spray-foam systems from the People's Republic of China (China) separately or part of a system are covered by the antidumping duty (AD) and countervailing duty (CVD) orders on certain alkyl phosphate esters (esters) from China.
