SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that OCTAL SAOC FZC (OCTAL), the sole respondent subject to this administrative review of the antidumping duty (AD) order on polyethylene terephthalate resin (PET resin) from the Sultanate of Oman (Oman), did not make sales of subject merchandise at less than normal value (NV) during the period of review (POR) May 1, 2022, through April 30, 2023.
