SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that OCTAL SAOC FZC (OCTAL), the mandatory respondent in this administrative review of the antidumping duty (AD) order on polyethylene terephthalate resin (PET resin) from the Sultanate of Oman (Oman), sold subject merchandise at less than normal value (NV) during the period of review (POR) May 1, 2023, through April 30, 2024. [ 1 ] On May 2, 2024, Commerce notified interested parties of an opportunity to request an administrative review of the Order covering the POR.
