SUMMARY: The Environmental Protection Agency (EPA) is proposing to approve state implementation plan (SIP) revisions submitted by the State of California to meet Clean Air Act (CAA) requirements for the 1997 8-hour ozone ( printed page 26818) national ambient air quality standards (NAAQS or “standards”) in the Riverside County (Coachella Valley), CA nonattainment area (“Coachella Valley”). These SIP revisions address the “Extreme” nonattainment area requirements for the 1997 8-hour ozone standards, including the requirements for the attainment demonstration, reasonable further progress demonstration, and reasonably available control measures demonstration, among others.
