The Department of Commerce (the "Department") preliminarily determines that certain seamless carbon and alloy steel standard, line, and pressure pipe from the People's Republic of China ("PRC") is being, or is likely to be, sold in the United States at less than fair value ("LTFV"), as provided in section 733 of the Tariff Act of 1930, as amended (the "Act").
