Chlorinated Isocyanurates From the People's Republic of China: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review

SUMMARY: In response to requests from interested parties, the Department of Commerce (“the Department”) is conducting an administrative review of the antidumping duty order on chlorinated isocyanurates (“chlorinated isos”) from the People's Republic of China (“PRC”). The period of review (“POR”) for this administrative review is June 1, 2008, through May 31, 2009. Because the Department is rescinding the review of Zhucheng Taisheng Chemical Co., Ltd. (“Zhucheng”), this administrative review only covers one producer/exporter of the subject merchandise, i.e., Hebei Jiheng Chemical Co., Ltd. (“Jiheng”). We preliminarily determine that Jiheng made sales in the United States at prices below normal value (“NV”). If these preliminary results are adopted in ( printed page 27303) our final results of review, we will instruct U.S. Customs and Border Protection (“CBP”) to assess antidumping duties on entries of subject merchandise during the POR for which the importer-specific assessment rates are above de minimis.
