The ECCN structure encodes three pieces of information: the category (digit 0-9, identifying the broad technology area such as electronics, computers, or aerospace), the product group (letter A-E, distinguishing between equipment, test gear, materials, software, and technology), and the item number (three digits identifying the specific controlled item). For example, ECCN 3A001 refers to Category 3 (Electronics), Product Group A (Systems, Equipment & Components), item 001.
Items not specifically listed on the CCL are designated EAR99, meaning they are subject to the EAR but do not require a license for most destinations. However, even EAR99 items may require a license if destined for an embargoed or sanctioned country, a prohibited end user (such as an entity on the BIS Entity List), or a prohibited end use (such as weapons of mass destruction). Exporters should always screen transaction parties against the Consolidated Screening List before shipping.
