Dear Mr. Dooley: In your letter dated May 17, 2004, on behalf of Toyota Tsusho America, Inc., you requested a tariff classification ruling. You have submitted photographs of 5 automobile seat components with part numbers, inventory descriptions and functions as follows: 7245960010T Cap, Vertical Seat Knob is a small plastic part that is designed to snap over an opening in the Handle, Vertical Seat (Part #72494-33010). Once you have attached the handle, using 2 fasteners, this part is snapped into place to cover the hole. 7247860010T Bushing, Vertical Seat Handle is a plastic bushing designed to go between the Handle, Vertical Seat and the metal vertical mechanism. It eliminates the movement in the handle and serves as an anti-squeak device. 7247733030T Spacer, Vertical Seat Handle is very similar to the description in #2. It will serve the exact same purpose as the bushing. 7187448020T Shield, FSC Lower LH is used to cover the adjuster tracks on the rear of the seat. It is designed to keep the consumer from seeing raw metal and also serves as a protector. It covers sharp edges. 7187448050T Shield, FSC Lower LH is the same as part #4. It is installed on the other side of the seat. (Parts 4 and 5 are inner and outer parts.) The parts are all made of molded plastic. They come in several custom colors to match the interior color schemes of Toyota vehicles. The applicable subheading for the above described automobile seat components will be 9401.90.1085, Harmonized Tariff Schedule of the United States (HTS), which provides for “Seats… and parts thereof: Parts: Of seats of a kind used for motor vehicles, Other.” The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
