Ruling Text

U.S. Department of Homeland Security U.S. Customs and Border Protection National Commodity Specialist Division One World Trade Center, Suite 51.201 New York, NY 10007 U.S. Customs and Border Protection N364864 October 1, 2026 CLA-2-83:OT:RR:NC:N5:121 CATEGORY: Classification TARIFF NO.: 8301.40.6030 Jared Wessel Hogan Lovells Cadwalader US LLP 555 13th St. NW Washington, DC 20004 RE: The tariff classification of an exterior door lockset from Taiwan Dear Mr. Wessel: In your letter dated September 4, 2026, you requested a tariff classification ruling behalf of Assa Abloy, Inc. Photographs and descriptions of the merchandise were included in your inquiry. The articles under consideration are described as the Capetown Handleset featuring SmartKey, Model Number 98001-445. The handleset is made primarily of Zinc and consists of the SmartKey Security lock, handle, lever, deadbolt, strike, latch, chassis, conversion, turnpiece, lever/latch/pack part, and keys. The components will be packaged together and imported as a set for retail sale. You state that the SmartKey Security lock includes a re-key technology that allows it to be easily re-keyed without a locksmith, and a side-locking bar and wafer-based mechanism that address several weaknesses of traditional pin tumbler locks, making this lock more advanced than traditional pin tumbler locks that are standard in other door locksets. Additionally, we note that this handleset includes a deadbolt. You suggest that this handleset should be classified under subheading 8301.40.6030, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Door locks, locksets and other locks suitable for use with interior or exterior doors. We agree. Because this handleset includes a deadbolt and significant security features over traditional lock sets, it is our opinion that the lock imparts the SmartKey handleset with its essential character. The applicable subheading for the Capetown Handleset featuring SmartKey, Model Number 98001-445, will be 8301.40.6030, HTSUS, which provides for Padlocks and locks (key, combination or electrically operated), of base metal…: Other locks: Other, Door locks, locksets and other locks suitable for use with interior or exterior doors (except garage, overhead or sliding doors). The general rate of duty will be 5.7 percent ad valorem. The duties cited above are current as of this ruling’s issuance. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided at https://hts.usitc.gov/. This ruling does not address the applicability of any additional duties, taxes, fees, exactions and/or other charges, which may apply to the goods discussed herein. This includes, but is not limited to, tariffs and other duties as provided for in Subchapter III to Chapter 99, HTSUS. Thus, for example, in addition to the classification stated above, the merchandise covered by this ruling may also need to be reported with either the Chapter 99 provision under which an additional tariff applies or one of the Chapter 99 provisions covering exceptions to such tariffs. This section states that a ruling letter is issued on the assumption that all of the information furnished in the ruling letter, whether directly, by reference, or by implication, is accurate and complete in every material respect.
