Samples were submitted with your ruling request. The articles under consideration are described in your letter as J-Hooks and various clips. The five articles are to be used as attachments and will be affixed to the bottom of lanyards to hold items such as badges, keys and equipment. Item Number 1 is identified as a fixed bulldog clip. The article measures approximately 1 ¾ inches in length. It features a bulldog clip on one end and a connector ring on the other end. The item attracts a magnet, so it is therefore comprised of iron or steel. Item Number 2 is identified as a swivel bulldog clip. The article measures approximately 2 inches in length. It features a swivel bulldog clip on one end and a connector ring on the other end. The item attracts a magnet, so it is therefore comprised of iron or steel. Item Number 3 is identified as a lobster clip. The article measures approximately 1 ¼ inches in length. It features a swivel lobster clip on one end and a connector ring on the other end. The item attracts a magnet, so it is therefore comprised of iron or steel. Item Number 4 is identified as a swivel metal J-Hook. The article measures approximately 2 ½ inches in length. It features a swivel J-Hook on one end and a connector ring on the other end. The item attracts a magnet, so it is therefore comprised of iron or steel. Item Number 5 is identified as a swivel J-Hook. The article measures approximately 1 ¾ inches in length. The item is comprised of plastic.
