Correction to Ruling Number N278522 Dear Ms. Lee: This letter corrects Ruling Number N278522, dated September 9, 2016, to reflect an error in the classification subheading. A complete corrected ruling follows. In your ruling request received August 22, 2016, on behalf of your client, Golden Global Trade Corp., you requested a classification ruling on “Anti-bacterial & Deodorizing Fabric Spray.” You describe the product at issue as a retail-ready, cleaning preparation, which also eliminates viruses. The provided MSDS indicates that the principal ingredient, in this aqueous mixture, is chlorine dioxide (CAS number 10049-04-4). The applicable subheading for “Anti-bacterial & Deodorizing Fabric Spray” will be 3402.20.5100, HTSUS, which provides for Organic surface-active agents (other than soap); surface-active preparations, washing preparations (including auxiliary washing preparations) and cleaning preparations, whether or not containing soap, other than those of heading 3401: Preparations put up for retail sale: Other. The general rate of duty will be free. This merchandise may be subject to the requirements of the Toxic Substances Control Act (TSCA), which are administered by the U.S. Environmental Protection Agency.
