Box 1028 Gonzales, Louisiana 70707 RE: The tariff classification of an infant’s teether bib from China Dear Ms. Mayard: In your letter dated July 14, 2016 and received by this office on August 19, 2016, you requested a tariff classification ruling. The sample that accompanied your letter will be retained by this office. The submitted sample is a baby’s bib of mixed construction. The reversible bib is constructed from two layers of 100 percent cotton finely knit interlock fabric. The bib is tapered and comes to a point at the bottom where a sector shaped non-toxic thermal plastic elastomer teether, measuring approximately 1 ¾ x 2 ¼ inches, envelopes the fabric and is securely sewn. The bib is printed on one side with the words “Drool is Cool” and is secured at the neck by hook and loop tabs. The applicable subheading for the baby’s bib will be 6111.20.6070, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Babies’ garments and clothing accessories, knitted or crocheted: Of cotton: Other: Other: Other.” The rate of duty will be 8.1 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
