Donnelly Aceto Corporation 4 Tri Harbor Court Port Washington, NY 11050 RE: The tariff classification of “Cyanogen Bromide” from India Dear Ms. Donnelly: In your letter received August 1, 2016, you requested a classification ruling on “Cyanogen Bromide.” In your letter, you have further described the product at issue as “Cyanogen Bromide 3M Solution in Dichloromethane.” In a subsequent email communication with NIS Paul Hodgkiss, you indicated that the dichloromethane is added to this compound for transportation safety and serves no other purpose other than being a solvent. The applicable subheading for “Cyanogen Bromide” will be 2853.00.0095, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Other inorganic compounds (including distilled or conductivity water and water of similar purity); liquid air (whether or not rare gases have been removed); compressed air; amalgams, other than amalgams of precious metals: Other. The general duty rate will be 2.8 percent ad valorem. This merchandise may be subject to the requirements of the Toxic Substances Control Act (TSCA), which are administered by the U.S. Environmental Protection Agency.
