N276728 July 15, 2016 CLA-2-63:OT:RR:NC:N3:351 CATEGORY: Classification TARIFF NO.: 6307.90.9889 Ms. Ricki Diaz American Lamprecht 700 Rockway Turnpike Lawrence, NY 11559 RE: The tariff classification of the hair grip from China Dear Ms. Diaz: In your letter dated June 20, 2016, you requested a tariff classification ruling on behalf of our client, Collectible Sales. You submitted a sample and instruction sheet for an item you call the Hair Grip. The hair grip is composed of 95% velour and 5% cardboard paper. The hair grip measures 2" wide and has hook and loop fastner strips sewn onto the ends making the item adjustable. To use, the hair grip is placed on the head as if you were putting on a headband. The wearer adjusts the hair grip around the head as necessary when the wig is placed on the head. The hair grip will not be seen and it is not used to adorn the hair. It is a fucntional item to be worn underneath a wig to keep the wig securely on the head. The applicable subheading for the Hair Grip will be 6307.90.9889 Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at https://hts.usitc.gov/current. Sample will be returned. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
