The sample submitted style 075-10 is a coated string-knit gauntlet work glove constructed from 64% aramid, 23% cotton, and 13% glass fiber. The glove’s outer surface is dip coated in polyvinylchloride, then thermoplastic rubber molding is added to the back side of the glove and then coated again with polyvinyl chloride plastic. You have indicated that the coated glove does not contain 50% or more by weight of textile fibers. The applicable subheading for this style will be 6116.10.6500, Harmonized Tariff Schedule of the United States (HTSUS), which provides for gloves, mittens and mitts, knitted or crocheted: impregnated, coated or covered with plastics or rubber: other: without fourchettes: other. You assert that the gloves are classified under subheading 3926.20.1050, HTSUS, however, the gloves are not classified as a plastic good of chapter 39.  Legal Note 2(a) to Chapter 59, HTSUS, is noted. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. The sample will be returned to you under separate cover.
