The sample submitted, item 660697, “Sweater Socks Clip Strip” is a plastic clip strip, which you state is imported and packaged together with twelve pairs of slipper socks, item 967874. The plastic display clip strip is approximately 1 ¼ inches wide by 25 inches long. It features 12 plastics hooks to hold the socks and a metal hook to hang and display in a store. The slipper socks are knit and constructed of 95% acrylic and 5% polyester. The socks are thick socks with pom-poms and traction dot grips on the bottom. Since the plastic display strips are store displays rather than ordinary packaging, they will be classified separately.   The applicable subheading for the socks, item number 967874, will be 6115.96.9020, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other "Panty hose, tights, stockings, socks and other hosiery, other: Of synthetic fibers: Other: Other, Other." The duty rate will be 14.6 percent ad valorem. The applicable subheading for the plastic clip strip of item number 660697, will be 3926.90.9995, HTSUS, which provides for other articles of plastics…: other: other…other. The duty rate will be 5.3 percent ad valorem. The sample will be returned to you under separate cover. Duty rates are provided for your convenience and are subject to change.
