A sample was submitted for review and is being returned to you. Item #20439 contains an atomizer bottle of glimmer powder and hair ribbons. The glimmer powder consists primarily of talc, mica and propylparaben packaged in a glass atomizer bottle with a plastic cap, cover and bumper with a rubber stopper. The glimmer powder is intended to add sparkle to hair. The hair ribbons are intended to be used to style hair. The applicable subheading for the glimmer powder, referred to as the Scunci Glimmer Atomizer, will be 3305.90.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Preparations for use on the hair: Other. The rate of duty will be free. Your inquiry does not provide enough information for us to give a classification ruling on the ribbons. Your request for a classification ruling should include the following information in addition to the sample of the ribbons: The generic name in English of each fiber in the fabric, indicating its relative weight. The width in centimeters of the fabric to be imported. Indicate whether the fabric has woven or false selvages. When this information is available, you may wish to consider resubmission of your request. We are returning any related exhibits, etc. If you decide to resubmit your request, please include all of the material that we have returned to you.
