N261734 March 11, 2015 CLA-2-59:OT:RR:NC:TA:350 CATEGORY: Classification TARIFF NO.: 5911.90.0080 Mr. Brandon Hughes Alliance Rubber Company 210 Carpenter Dam Road Hot Springs National Park, AR 71901 RE: The tariff classification of needled polyester felt roller sleeves from China Dear Mr. Hughes: In your letter dated January 28, 2015, you requested a tariff classification ruling. A representative sample had been provided. The sample, referred to as a Needled Polyester Felt Roller Sleeve, is a rigid tube with a soft surface texture, measuring approximately 120 millimeters in length and weighing 124 grams. According to your submission, visual examination and previous contact, there are five versions of the felt roller sleeve: 012615-050, 012615-080, 012615-100, 012615-120 and 012615-150. Your letter and the submitted drawings indicate that the roller sleeves are identical in material, shape, size and intended use, with the exception of their length, which ranges from 50 to 150 millimeters. The sleeve is composed wholly of needled nonwoven polyester fiber felt which has been formed into a tubular shape, but which retains its fibrous nature. The sleeve is capable of absorbing liquid, and will be used in a machine for the surface treatment of rubber tubing preparatory to printing. Your correspondence states the roller sleeves are perishable, that is, the spent roller sleeves would be discarded at the end of their useful life. The applicable subheading for the Needled Polyester Felt Roller Sleeves will be 5911.90.0080, Harmonized Tariff Schedule of the United States (HTSUS), which provides for textile products and articles, for technical uses, specified in Note 7 to Chapter 59. The rate of duty will be 3.8 percent ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. This ruling is being issued under the assumption that the subject goods, in their condition as imported into the United States, conform to the facts and the description as set forth both in the ruling request and in this ruling. In the event that the facts or merchandise are modified in any way, you should bring this to the attention of Customs and you should resubmit for a new ruling in accordance with 19 CFR 177.2. You should also be aware that the material facts described in the foregoing ruling may be subject to periodic verification by Customs. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
