Dear Ms. Wooley: In your letter dated December 4, 2013, you requested a tariff classification ruling. You submitted seven representative samples which were not identified as to style or quality number. All of these ribbons are of a woven construction and vary in width from 3/8" to 1½". They are composed of 100 percent polyester man-made fibers and, according to your letter, contain a woven selvedge. Five of the ribbons are of a solid color and two of them contain a printed motif. The applicable subheading for all seven ribbons, which you indicate will be imported on spools measuring 50 to 100 yards in length, will be 5806.32.1030, Harmonized Tariff Schedule of the United States (HTSUS), which provides for … other narrow woven fabrics, … ribbons, of a width not exceeding 12 cm, of polyester, with woven selvedge. The rate of duty will be 6 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
