You have submitted a sample, which is being returned to you. The sample you refer to as the “Charger Genie” consists of a travel bag with a power strip permanently incorporated into its design. The travel bag is constructed with an outer surface of polyester textile material. It is designed to provide storage, protection, organization, and portability to cell phones, MP3 players, additional electronic devices, their respective chargers, or other personal effects. The bag has a textile lined interior compartment with three open pockets on the interior walls. The bag secures with a zipper closure and has one carrying handle at the top. The power strip component has six power outlets, two USB hubs, and a power cord that can be plugged into an electrical outlet. The bag measures approximately 8.5” (W) x 5.75” (H) x 4.25” (D). The travel bag and the power strip together form a composite good, General Rule of Interpretation 3(b) of the Harmonized Tariff Schedule of the United States (HTSUS) noted. The essential character is imparted by the travel bag. Please see Headquarters Ruling Letter H026521, dated March 30, 2010. The applicable subheading for the travel bag will be 4202.92.3031, HTSUS, which provides for travel, sports, and similar bags, with outer surface of textile materials, other, of man-made fibers, other. The duty rate will be 17.6 percent ad valorem. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
