Dear Ms. White-Santiago: In your letter dated October 14, 2013, you requested a tariff classification ruling. As requested, the sample will be returned to you. The submitted sample, Style #2015987 and described as a swim cover up is a girl’s blouse. The item is constructed from 100% cotton woven gauze fabric. The tunic length pullover garment features a round neck-line with V-shaped notch, long sleeves with elasticized cuffs, embroidery around the front notch and a hemmed bottom. While the article is suitable to wear over swimwear, it will primarily be used as a casual blouse. It will be imported in girl’s sizes XS - XL. The applicable subheading for Style #2015987 will be 6206.30.3061, Harmonized Tariff Schedule of the United States (HTSUS), which provides for women’s or girls’ blouses, shirts and shirt-blouses: of cotton: other: other, other: girls’: other. The rate of duty will be 15.4 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
